Maldives police hunt for second bomb (AFP)

Militants had planned to set off a second bomb almost simultaneously with a first blast which hurt 12 foreign tourists on 29 September in the capital Male, police said.

"We are acting on an intelligence tip off after we arrested eight more suspects in connection with the Sultan Park bomb," assistant police commissioner Abdullah Riyaz told AFP by telephone from Male.

"We don't know the whereabouts of the bomb, but we are looking for it very hard," Riyaz said.

The Maldives has been on high alert since Islamic militants struck in a religiously motivated attack on the tourism industry, which accounts for a third of the country's economy.

President Maumoon Abdul Gayoom, who has ruled since 1978, has ordered a crackdown on religious dissent, banning women from wearing the full veil and foreign preachers as well as closing down unlicensed Muslim prayer groups.

Gayoom also ordered the strict enforcement of the Religious Unity Act which forbids prayer in non-government mosques.

On Tuesday, the government charged three Maldivians linked to the bombing under the Prevention of Terrorism Act.

News groups: Access denied to Gitmo case (AP)

Various arguments in the case of Omar Khadr at Guantanamo Bay, Cuba, are apparently made via e-mail — a communications channel to which the public has no access — and issues apparently are being raised in closed sessions for which no transcripts or summaries are available, the news organizations, including The Associated Press, wrote in a filing.

In addition, the filing stated, the public is not permitted access to motions and other documents submitted by the parties and “even the existence of a motion is not currently disclosed in any publicly accessible way.”

“The public is not permitted access to the ‘Filings Inventory’ of motions, requests for relief and other written records filed with the tribunal,” the five organizations added.

The press recognizes the potential for national security issues and questions of personal safety, “but there have been no findings that these concerns require the wholesale denial of access to the pretrial proceedings in this case,” said the five organizations.

Besides The AP, the organizations are The New York Times Co., Dow Jones & Company Inc., The Hearst Corp.

British PM challenged on terrorism laws (AP)

Lord Peter Goldsmith, a former attorney general and a close adviser to former Prime Minister Tony Blair, told lawmakers he has seen no evidence to support stiffer rules on detaining suspected terrorists.

Brown hopes to increase the maximum time suspected terrorists can be held by police before they must be charged or released from 28 days to around 58 days.

Advocates say police need increasingly longer periods to scour encrypted computers, chase international leads and follow up on forensic evidence.

But Goldsmith and Ken Macdonald, the director of public prosecutions, told the Home Affairs Select Committee there was no proof any extension is necessary.

“It’s not just tough police powers that may be necessary, but winning hearts and minds,” Goldsmith told the committee.

Any sign Britain is prepared to hold suspects for weeks without charge “would damage that struggle,” he said.

Their appearance before the committee came more than two years after the July 2005 suicide bombings on London’s transportation system that killed 52 people and the four attackers.

Goldsmith told the committee he would have resigned his post had Parliament passed Blair’s proposals in 2005 to extend the maximum detention to 90 days.

Blair suffered a humiliating defeat when lawmakers rejected the plan, settling on a limit of 28 days.

Macdonald, whose department is responsible for reviewing evidence before suspects are charged, said the current limits were working.

Abdul Rahman, 25, who admitted disseminating terrorist information as part of a plea-bargain, was linked to a "radical cell" committed to fighting jihad with their "Muslim brothers," Manchester Crown Court was told.

"What this group, particularly this defendant were involved in, we say was scouting, recruiting and encouraging others to join their philosophy of extreme jihad or holy war," said a prosecutor.

"In essence they were a group, or cell of young men all espousing the radical jihad philosophy that states non-believers in Islam are legitimate targets.
